Notice on Reinforcing Campus Safety Management at Beijing Foreign Studies University (BFSU)

关于加强北京外国语大学校园安全管理的通知

各位国际教职员工：

Dear international faculty,

根据北京市重大突发公共卫生事件一级响应要求，按照学校突发公共卫生事件应急处置预案要求，决定进一步加强校园安全管理，现通告如下：

In accordance with Beijing Municipality’s Level 1 Emergency Response for Major Urgent Public Health Incidents and Beijing Foreign Studies University’s Contingency Plan for Urgent Public Health Incidents, BFSU has decided to further strengthen campus safety management. We hereby notify as follows:

1、在疫情防控特殊时期，离京教职员工不离家、不返校，极特殊情况需要返京的，需提前报学校审批。所有教职员工每日向学校汇报健康及出行状况。

1. During this special period of epidemic prevention and control, faculty members who are outside Beijing are urged not to return. If really necessary, the faculty member should report to the university for the approval of his/her return. All current faculty members are required to report daily to the university about your personal health status and travel schedule.

2、严格校门管控。校园施行封闭式管理，对进出校门人员进行身份识别和登记，做好相关体温监测。在校居住教职工及家属需提前报学校备案，不在入校人员备案表上的教职工不得进入校园。在校居住且备案过的教职工及家属须出示校园一卡通、护照等有效证件出入校园。    

2. Strict campus access control will be enforced. Closed-off management will be implemented. Identity verification and body temperature measurement are compulsory upon entrance. Faculty members who are living on campus should inform the university of you and your family’s information in advance for registration. Anyone who are not on the registration list are not allowed to access the campus. The registered faculty and your family members are required to present valid personal identify documents (e.g. Campus ID Cards and Passports) for entrances and exits.                          

3、加强公寓管理，包括学校东校区国交楼，西校区白楼、专家楼等。严格执行门禁制度，只允许外籍教师及其直系亲属入住。进入公寓需要核实身份，所有外籍教师及家属必须凭有效证件出入，禁止一切无关人员访客，其他极特殊情况需报学校审批。

3. Stricter dormitory management will be exercised at all BFSU dormitories, which include Guojiao Building on East Campus, White Building and Foreign Experts Building on West Campus. Dormitory access control will be enforced. Only current faculty and your immediate family members are allowed to live in the dormitories. Verification of identity is compulsory upon entrance. All faculty and your family members are required to present valid personal identify documents for entrances and exits. Any visitor who is not an employee or current resident will be forbidden to enter, unless in necessary situations approved by the university.

4、所有老师进入校门、公寓前需要测量体温，体温合格者（体温<37.3℃）方可进入。入住期间如体温≥37.3℃，请立即报告管理人员。

4. Body temperature measurement will be applied to everyone accessing the campus and dormitories. Only those whose body temperature is lower than 37.3℃ are allowed to enter. If an individual's body temperature is 37.3℃ or higher, he or she is requested to report immediately to the university staff.

5、近14日内，凡是去过湖北、武汉疫区，或与来自湖北、武汉疫区人员有过接触的老师入校或入住，要主动报告学校管理人员，如实填写登记表格，按规定到指定地点进行隔离观察。根据《中华人民共和国传染病防治法》第七十七条规定，个人违反本法规定，导致传染病传播、流行，给他人人身、财产造成损害的，依法承担民事责任。

5. Within the past 14 days, anyone who has been to Wuhan, or other cities in Hubei province, or has been in contact with people from that area, should take the initiative to inform university staff of their recent travel, fill out registration forms truthfully, and agree to be quarantined for observation at designated places. In accordance with Article 77, China’s Law on Prevention and Treatment of Infectious Diseases, an individual shall bear civil liability if he or she is found in violation of this provision, causing the transmission of infectious diseases, and imposing personal injury or property damage onto others.

6、在疫情防控期间，请自觉维护公寓室内外环境卫生，注意个人卫生及公寓卫生，多通风、勤换洗。减少不必要的出行，避免到空气不流通的封闭公众场合和人员聚集的地方，外出请佩戴口罩。

6. During the epidemic prevention and control period, everybody should assume responsibility to maintain environmental hygiene of the residential community. Please pay attention to personal hygiene, do frequent washing, and keep rooms well ventilated. Besides, do not go outside unless necessary, avoid crowds, and keep away from public places that are confined and poorly ventilated. Remember to wear masks when going out.

7. 由于此次疫情的突发和不可预见，给您的工作生活造成一定程度的影响，我们深感遗憾，但保障每一名师生员工的生命安全和身体健康是目前最重要的任务，因此由衷希望可以得到您的理解、支持与配合。

7. We deeply regret the inconveniences brought to you by this sudden and unpredictable epidemic. However, ensuring the safety and health of all our staff and students is our top priority, and we sincerely hope to have your kind understanding, support and cooperation in this regard.
